
This being said: you can always lock you're bike to the bike rack (those metal rings). I never leave my own bike anywhere without the frame tightly attached to something, even if I have to put my bike a street farther away (learned this lesson after locking only the wheel of my last bike... I still have the wheel...).
The difference is that those are all public areas, you actually have to pass two signs that say private area to get to the basement. And as you might have noticed if I leave my bike somewhere in a public area I've alway used both locks. They might as well ring a couple bells at my place and if anyone is kind enough to let them in grab all their bikes from the inner courtyard (no-one uses both locks in the privacy of their own building). Though then they also have an "agreement" with someone that they can enter the building, but without all involved parties knowing this, that's a pretty disgusting way use their policy against you.
