Limiting the number of jobs in a queue, an issue that we have seen around several times since I discovered it a few months ago, is a simple setting. You can actually set the maximum number of jobs that can be queued, any jobs after that will simply be discarded. Or you can limit the number of jobs any user can queue.
BTW, I fully agree with solan. It is a very good idea to give new cluster users a proper introduction on what you can and cannot do with the cluster. I was playing with the idea of writing a wiki entry on cluster-etiquette, but didn't do it because I left for Boston. If somebody start this, I would like to contribute.
