Thanks for the translation and the interpretation.. But what is so special about women only parking lots? They are everywhere (shopping centers, underground stations..) in Germany since many years, right next to the ones reserved for handicapped people.. But I have to admit that walking alone in a dark parking at night is not the most comfortable feeling. And I agree that most women cannot park properly, even in very big spaces. But it's fun to watch them trying, so maybe the brighter light is just some kind of spotlight. And most of the time there is also a surveillance camera very close by.
