Might be taking it a tad to far, no? Even Ghent City has it's own bike vans. They attach labels to old or abandoned looking bikes when they first pass by. When they find bikes with a label that hasn't been removed in a few weeks, they take them away as well. Hassle: yes. Theft: maybe, not really, you get it back. Useful: yes. Too many student's abandon their bike, leaving the carcass rotting in the street for months. So I wouldn't report a yellow UGent van rounding up yellow UGent bikes. T.

I'm highly doubting this is legal. I haven't read it, but I've been told that they state these kind of 'security rules' rather clearly.
